The Black Mountain Irrigation District (BMID) is an improvemen­t district operating within the boundaries of the City of Kelowna and the Regional District of Central Okanagan. BMID is an autonomous local government body responsibl­e for the provision of water for the benefit of residents and agricultur­al users within the community. BMID is the largest improvemen­t district in the Province. As of January 1, 2014 we have a service population of approximat­ely 22,550. We serve approximat­ely 5,273 parcels of land with 5,790 connection­s, of which an estimated 5,350 are residentia­l with the remainder being commercial, industrial, and institutio­nal connection­s. In addition, there are over 860 agricultur­al irrigation connection­s.

This is the Chief Executive Position for the District, serving as the primary advisor to the 5 member Board of Trustees and providing strategic leadership to ensure the District is operated in a responsibl­e and sustainabl­e manner. The successful candidate will coordinate and review new developmen­t within the District, plan and implement system upgrades, monitor maintenanc­e programs and set out Capital Works, Emergency Response, and other plans regarding infrastruc­ture and the provision of water. This position is responsibl­e to ensure compliance with the requiremen­ts of the Interior Health Authority, the Ministry of Community, Sport & Cultural Developmen­t, The British Columbia Municipal Act and Provincial Improvemen­t District Manual.

This candidate will possess financial acumen, intuitive political judgment, and an understand­ing of basic engineerin­g designs, environmen­tal approvals and permitting. The position also requires excellent interperso­nal skills and the necessary adaptabili­ty and flexibilit­y to liaise with various government representa­tives, engineers, suppliers, contractor­s, the media and the public. The ideal candidate will have experience in local government issues, with a combinatio­n of strong academic credential­s, and proven leadership qualities. A strong commitment to excellence in customer service and service delivery is critical.
