Man who sexually assaulted teen diagnosed with sadistic disorder
A forensic psychiatrist says a Niagara man was “intentionally sadistic” when he threatened to inject a teenager with a drug-filled syringe before sexually assaulting her over a 20-minute period in a store bathroom.
“He acted in a sadistic way intentionally,” Dr. Paul Federoff testified Wednesday at the dangerous offender hearing of Kevin Kohl.
“He was intentionally trying to make her terrified.”
Kohl went to a Canadian Tire store in St. Catharines on Sept. 15, 2015, to inject himself with drugs in the store’s washroom.
Along the way he encountered a 19-yearold employee and was able to lure the unsuspecting teen inside the washroom by asking for assistance.
Kohl locked the bathroom door and proceeded to brutally assault the young woman for more than 20 minutes, while threatening her with a syringe.
He pleaded guilty in April 2016 to several charges, including sexual assault with a weapon. The Crown is now seeking to have the 42-year-old declared a dangerous offender.
If declared a dangerous offender, he could be jailed indefinitely.
In Ontario Court of Justice in St. Catharines on Wednesday, Federoff, co-director of the Sexual Behaviours Clinic in Ottawa, said he considers Kohl to be of “moderate to high risk” to re-offend.
He diagnosed Kohl as having an antisocial personality disorder, a sadistic disorder and a substance abuse disorder.
When recounting details of the offence to the psychiatrist, Kohl blamed his behaviour on his addiction to cocaine and other drugs.
The hearing resumes in May with closing submissions by the Crown and defence before Judge Peter Wilkie.
