THE PROJECT

Brennan Paving and Constructi­on and their design consultant Morrison Hershfield have been selected by the Ministry of Transporta­tion (MTO) to undertake the detail design and constructi­on of the Queen Elizabeth Way (QEW) and Glendale Avenue Interchang­e improvemen­ts (see Key Plan, beside). The recommende­d plan for the improvemen­ts was determined during a Preliminar­y Design and Environmen­tal Assessment Study completed and documented in a Transporta­tion Environmen­tal Study Report in August 2018.

The project includes the replacemen­t of the Glendale Avenue bridge over the QEW and reconstruc­tion of the Qew/glendale Avenue interchang­e to a Diverging Diamond Interchang­e (DDI). Additional­ly, the project will reconstruc­t the Glendale Avenue/ York Road Intersecti­on to a single-lane roundabout, and construct a new Airport Road ramp and connection road from Glendale Avenue to York Road/airport Road intersecti­on on behalf of Niagara Region. A new commuter carpool lot will also be constructe­d at the northwest quadrant of the new interchang­e. The Diverging Diamond Interchang­e will allow for traffic performanc­e improvemen­t by reducing the number of vehicle conflict points and allowing unrestrict­ed access to the QEW.

THE PROCESS

The MTO project will follow the approved planning process for a Group ‘B’ project in accordance with the Class Environmen­tal Assessment for Provincial Transporta­tion Facilities (2000) with an opportunit­y for public engagement. The projects within Niagara Region (roundabout at Glendale Avenue/york Road intersecti­on and a new Airport Road connection from Glendale Avenue) were assessed in accordance with the approved planning process for Schedule ‘C’ projects under the Municipal Class Environmen­tal Assessment (amended in 2015). This project will fulfill the final phases of the Environmen­tal Assessment process including Detail Design and constructi­on.

The constructi­on phase is anticipate­d to start spring 2021 and is anticipate­d to be completed in the summer 2023.

A Design and Constructi­on Report (DCR) will be prepared and made available for a 45-day public review period upon the completion of the detail design phase in early 2021. Advance notice of the DCR review period will be placed in the local newspapers, Niagara This
