Barbara De Land speaks with guest Lynnann Winsor, deputy city manager of public works in St John’s. Winsor is a Master’s degree trained civil engineer, who is in charge of a 300- to 400-person department, depending on the season, which deals with the day-to-day challenges of a very old, hilly city with extremely variable temperatures and precipitation, such as city snow and ice clearing, pot hole filling, road maintenance, water treatment plants, parks, and others.
