Scofflaw should pay for rescue

I just listened to a “heart-rending story” of an elderly skier being airlifted from an avalanche caused by his actions.

It seems to me that any efforts extended by the public search and rescue teams to extricate this scofflaw from his predicament should carry with it a fine equal to the cost of his rescue. Bev Highton Oak Bay
