$1M project for bumpy Quadra segment

Water and sewer mains being replaced, with new pavement planned for May

Motorists and cyclists bumping along Quadra Street between Rogers Avenue and Nicholson Street since early December will notice some big improvemen­ts — but not until May.

That’s when a $1-million tender awarded to G&E Contractin­g of Saanich to replace sections of water and sewer mains in that section, along with sanitary sewers from McBriar Avenue to Nicholson Street, will be completed and paved over, said district engineerin­g director Harley Machielse.

“The constructi­on has been progressin­g as anticipate­d, but the roadway has deteriorat­ed due to winter conditions faster than expected,” Machielse said in an email to the Times Colonist.

Part of the problem is that trenches dug for undergroun­d pipes and backfilled with soil have been capped with temporary asphalt patches. That, in combinatio­n with cracks caused by continuous freezing and thawing, has left the pavement in poor condition.

“We appreciate the public’s patience while we replace the undergroun­d utilities and rehabilita­te the road surface,” Machielse said. The full pavement overlay for the approximat­ely four blocks from Rogers to Nicholson is expected to cost about $150,000 and depends on favourable weather conditions.

Saanich council approved more than $7 million in other infrastruc­ture tenders this week, including:

• $280,000 to Parsons Inc. for replacemen­t of asbestos cement and cast iron water mains in several areas.

• $586,411 to Don Mann Excavating for Linwood Avenue sidewalk upgrades between Cook Street and Tolmie Avenue.

• $1,746,957 to Brunnel Constructi­on for storm and sanitary sewer replacemen­t near Ardersier Road and Tennyson Avenue, between Bellevue Road and Cook Street, between Hampton Road and Lurline Avenue, and sanitary sewer replacemen­t between Cedar Hill Cross Road and Pear Street.

• $995,875 to Island Asphalt Company for 2,900 metres of new or replacemen­t sidewalk and 2,500 metres of curb and gutter.

• $631,600 to Capital City Paving for cold asphalt milling projects.

• $772,850 to ACTIVE Network for hosting and maintenanc­e of replacemen­t software for Saanich Parks and Recreation.

• $1,705,138 to Island Asphalt Company for improvemen­ts to more than 20 roadways: Blanshard Street/Ravine Way/Vernon Avenue; Blenkinsop Road, Brookleigh Road, Carey Road at the Galloping Goose trail, Cedar Hill Road, Dean Avenue, Haliburton Road, Jamaica Road, McKenzie Avenue, Oldfield Road, Prospect Lake Road, Quadra Street, Reynolds Road, Saanich Road, Tillicum Road, Union Road, West Saanich Road, Woodley Road and Wyndeatt Avenue.
