The bewilderin­g array of cannabis shops in Victoria could be whittled down, thanks to new provincial regulation­s. The city could finally get some control over a situation that has become ridiculous.

All but 13 of the marijuana stores in Victoria are operating without zoning or business licences, and some are in business after being turned down for licences.

That Wild West is likely to change, as retailers will have to get provincial licences, as well as municipal paperwork. When the new sheriff takes over, those who operate without the required seals of approval will be fined double the retail value of the marijuana found in the store.

Private outlets, including those already in operation, will have to apply for a provincial licence, but must first get permission from the local government. That gives Victoria and other municipali­ties a chance to weigh in.

While the city’s authority is limited to zoning and land use, it will be able to recommend for or against particular shops when the province is considerin­g licences.

Too many shops have been taking advantage of the grey zone that has existed since the federal government announced plans to legalize recreation­al marijuana.

With new laws available, the provincial and municipal government­s can make the west a little less wild.
