Utility rate hikes hurt poorer people most

Given that poorer people need to use water and have garbage pickup as much as wealthier people, these rate increases seem discriminatory when compared to property tax hikes. Am I not getting something or is this about council not wanting to antagonize wealthier and better organized homeowners? Peter Crosby, Toronto
