Heavy rains drench Ottawa, knock out power in Quebec Flooding was severe outside the Pebb Building, across from the Ottawa River, on Monday. About 150,000 Hydro-Quebec customers remained without electricity as of late Monday afternoon after strong winds and heavy rain caused havoc with that province’s power grid.
