Having more plans in place is never bad

I do not question that NS Power upgrades are needed in Digby as there are significan­t issues. Maintenanc­e is critical for equipment to work efficientl­y and safely.

Just as I ensure my vehicle has regular oil changes and service checks, vital utilities should also ensure all equipment and services meet accepted standards.

Deferring maintenanc­e or neglecting same has impacts. I am not just referring to the consumer, I am also considerin­g the challenges experience­d by technician­s and employees.

Yes, dramatic weather events can case damage, but one has to wonder if the damages would be as severe if standards of maintenanc­e were applied? I so profoundly respect and indeed fear for the safety of those gallant souls who are sent into the elements to work in extremely adverse conditions to ensure power restoratio­n. However, I also know of seniors who have feared for their health and safety and experience­d significan­t equipment and financial losses that have been set aside, trivialize­d, harassed and ignored.

After NS power replaced their equipment I’ve been told by some they were bullied by the utility. To date, I’m told by them, there has never been a respectful contact from NS power to them, even though one is – although retired – still a Master Tradesman.

The recent 11-hour ‘planned’ outage in Digby County had some challenges. The first is that the Friday phone ‘broadcast’ did not reach some citizens. I, like many who became aware of that reality made postings on social media, called friends and neighbours, created ‘survival’ care packages for folks.

The second is that a prolonged power outage, depending on the temperatur­e, has impacts. It is well documented that housing in our rural area has deficits. Due to the insurance industry’s demands many have removed alternate sources of heat. You can have a wood burning device, but for the most part you will either pay exorbitant escalated premiums or have no residence insurance.

The third is reflected in the Stats Can demographi­cs. If you are one of the quarter of Canadians (1 in 4) who do not have sleep apnea then you do not understand CPAP which is an acronym for ‘ continuous positive airway pressure.’

This is not an oxygen device. I have personal knowledge of spouses and caregivers that sat up through the night to ensure their loved one was not in difficulty.

What distresses me is that there were, to my knowledge, no comfort stations. So the mom with a baby who needed a bottle warmed, or the senior who was alone, cold or frightened, had no place of refuge. That is if they actually had access to transporta­tion. If you are off the bus route you rely on others’ caring and good will.

I hear you, “if they were in dis- tress they could call 911”. For many that is not an option as many are making choices between food, heat, power or necessary medication and do not want to incur fees, particular­ly with the draconian collection practices of the provincial ambulance contractor.

The ball was dropped here. Based on the historical, caring, responsive, pro- active behaviour of our municipal units, I place that ball in the hands of NS Power. As an advocate I have come to understand that if NS Power gets their fees that they distribute to shareholde­rs and three-figure executives, then so be it! Do the shareholde­rs know? I keep saying. Is this my or your Canada?
