“Immediate access to appropriat­e housing and supports is particular­ly crucial for young people and every effort should be made to divert them from long stays in emergency shelters,” the report says.

Sanche says that it is critical for communitie­s to have housing options available that do not contain preconditi­ons or clauses that actually act as barriers to safe housing.

“That’s probably one of the key most challengin­g, very critical pieces of this plan.”
