Richmond man charged with sexual assault, kidnapping

A Richmond man has been charged with kidnapping a woman by impersonat­ing a police officer and sexually assaulting her.

On Wednesday around 8:30 a.m. a Good Samaritan in a vehicle stopped to help a distraught young woman on foot near the west end of Williams Road. The woman said she had been assaulted and had escaped her captor.

She was taken to Dixon Elementary School and met there by Richmond RCMP.

They found the location where police believe the young woman was held, a residence in the 3000 block of Jesmond Avenue.

Cpl. Dennis Hwang says at around 1 p.m., police blocked access to the location and the surroundin­g area. There was a standoff with a man in the residence, who surrendere­d peacefully three hours later.

A 42-year-old man from Richmond was arrested. No one was injured.

The Mounties asked the school to lock its exterior doors as a precaution from 2:15 to 4:15 p.m.

On Thursday afternoon, Richmond RCMP announced seven charges had been approved against Cheng Ian Huang.

He faces one count of kidnapping, one count of assault, one count of assault with a weapon, one count of possession of a firearm without permit, one count of sexual assault using a Taser, one count of impersonat­ing a police officer and one count of uttering threats.
