Warning issued about high-risk sex offender released, living in Surrey

Authoritie­s have issued a public warning that high-risk sex offender Jeffrey Goddard has been released and will be living in Surrey.

Goddard is described as a white man, about five foot nine, weighing about 170 pounds with brown hair and green eyes. In the past, he has tried to pass himself off as a woman by wearing wigs and going by the names of Jessica Goddard or Brandy Leanne Goddard.

The 28-year-old has an extensive criminal history involving sexual assault, invitation to sexual touching and luring under age 16.

“Goddard has maintained a pattern of sexual offending against male youth and adults, and communicat­ing via computer to lure male and female youth, in both an opportunis­tic and predatory manner,” reads the public warning issued by B.C. Correction­s on Tuesday, the same day Goddard was released.

Previously, Goddard had breached probation repeatedly by dressing as a police officer and offering ride-alongs to teens, pretending to be a musician seeking stars for a music video, and passing himself off as a landscaper seeking to hire students.

In 2013, he lived in Surrey. In 2015, another public warning was issued when he moved to Vancouver. Last year, he was again released to live in Surrey before breaching probation again.

Goddard will be living in Surrey in an undisclose­d neighbourh­ood and will be required to abide by 23 court conditions, including: Electronic supervisio­n No communicat­ion directly or indirectly with anyone under age 18.

No use of electronic devices that are capable of accessing the internet, including cellphones, computers, gaming consoles, BlackBerry­s or personal digital assistants.

No clothing, hats or material that bears an insignia, patch, emblem or logo of a business or company.

Anyone who witnesses Goddard breaking any of the listed conditions is asked to contact police.
