What se­cret lob­by­ing has gone on be­tween Spain and the U.S.?

For at least five years, Spain lob­bied U.S. con­gress­men to sup­port a plan to strip Bri­tain of sole sovereignt­y over Gi­bral­tar, The Daily Tele­graph re­ports. Seven cur­rent and for­mer mem­bers of the House of Rep­re­sen­ta­tives said the Span­ish em­bassy in Wash­ing­ton pushed back af­ter they signed a res­o­lu­tion back­ing Gi­bral­tar’s Bri­tish sta­tus. Span­ish of­fi­cials were per­ceived at times as “bel­liger­ent,” “force­ful,” “ag­gres­sive” and “over the line.” Spain wanted Gi­bral­tar res­i­dents to get Span­ish as well as Bri­tish cit­i­zen­ship, and Madrid to get the same say in the ter­ri­tory’s for­eign pol­icy, de­fence and im­mi­gra­tion as Lon­don. The Spain-gi­bral­tar bor­der would dis­ap­pear. The push lasted from at least 2014 to 2019.
