Research on the Logistic Operation Pattern in China-Kazakhstan Khorgas Border Cooperation Center

兴国际物流经济走廊。只有充分发挥沿线国家和地区的经济贸易中心、交通枢纽中心的支撑作用，才能有效构建连接节点区域的经贸大通道，最后形成能够辐射沿线周边区域的通道经济带。对此，作为丝绸之路经济带建设倡议的发起国，中国应主动推进丝绸之路经济带沿线相关区域构建国际边境合作中心或国际物流中心，将有效发展模式及经验与沿线国家和地区分享，使得国际贸易红利惠及所有的沿线国家和地区，充分激活沿线国家和地区的经济活力，加快生产要素的流动和资源配置，以推动整个丝绸之路经济带国际经济贸易的跨越式发展和全球化进程。

Abstract：Cross- border economic cooperation center is one of the important ways for us to promote world economic integration and economic globalization. China-Kazakhstan Khorgas Border Cooperation Center，the global only one cross-border trade cooperation center，has been developed vigorously since 2012；and it plays the pilot role in terms of trade，investment， processing and logistics. The operation pattern of related logistic activities is that：the government provides it with basic platform； enterprises and businesses play their roles in trade and logistics activities；customs clearance has to be made for all good brought in the region；and all goods in this region has to be moved under the supervision of customs. Such strategies as establishing dutyfree shopping bases，implementing customs clearance facilitation，accelerating the development of tourism，and building the supporting bonded logistics park will guarantee the sustainable and healthy development of logistics in this center. We can choose border logistic nodes and trade nodes to build international logistic center，implement the systematic operation with the support of special cooperative organizations，fully guarantee the market-oriented distribution of economic and trade resources，and build the Belt and Road international logistic and economic corridor.
