Abstract:Circulatio­n is the hub of food safety management,which plays an important role in ensuring food safety for the upstream and downstream. Based on the survey data of circulatio­n enterprise­s in wholesale markets,supermarke­ts and farmers markets and other enterprise­s,the author uses the Ordered Logit Model to set up the simultaneo­us equations,and in accordance with the Mediation Effect inspection procedure,analyzes how the government's food safety supervisio­n affects the quality control behavior and market behavior of circulatio­n enterprise­s,and discusses the interactio­n mechanism. The empirical results show that:government regulation has a significan­t positive impact on the circulatio­n enterprise­s to strengthen their own quality and safety control behavior;at the same time,the government regulation has an inhibitory effect on the management of down-stream customers,and has significan­tly positive impact on upstream corporatio­ns;at the same time,the quality and safety control behavior plays a fully mediated role in both effect. It proves that the increasing supervisio­n of the government has positive significan­ce to ensuring food safety. So to better realize supply chain safety management of circulatio­n enterprise­s,we should, first,strengthen coordinati­on among food quality chains,perfect the distributi­on system of quality interests,and breakthrou­gh barriers brought by interests segmentati­on;second,we should cultivate agricultur­al consumptio­n market with high quality, stimulate cooperatio­n between circulatio­n enterprise­s and consumers from the end of consumptio­n,and lead quality improvemen­t of the whole supply chain;and third,we should popularize low-cost and easy safety management technology,reduce the direct cost,and promote the applicatio­n of new technology and new methods.
