Abstract：Circulation is the hub of food safety management，which plays an important role in ensuring food safety for the upstream and downstream. Based on the survey data of circulation enterprises in wholesale markets，supermarkets and farmers markets and other enterprises，the author uses the Ordered Logit Model to set up the simultaneous equations，and in accordance with the Mediation Effect inspection procedure，analyzes how the government's food safety supervision affects the quality control behavior and market behavior of circulation enterprises，and discusses the interaction mechanism. The empirical results show that：government regulation has a significant positive impact on the circulation enterprises to strengthen their own quality and safety control behavior；at the same time，the government regulation has an inhibitory effect on the management of down-stream customers，and has significantly positive impact on upstream corporations；at the same time，the quality and safety control behavior plays a fully mediated role in both effect. It proves that the increasing supervision of the government has positive significance to ensuring food safety. So to better realize supply chain safety management of circulation enterprises，we should， first，strengthen coordination among food quality chains，perfect the distribution system of quality interests，and breakthrough barriers brought by interests segmentation；second，we should cultivate agricultural consumption market with high quality， stimulate cooperation between circulation enterprises and consumers from the end of consumption，and lead quality improvement of the whole supply chain；and third，we should popularize low-cost and easy safety management technology，reduce the direct cost，and promote the application of new technology and new methods.
