The Practice and Revelation of the EAEU’s External FTA Construction

——Possible Paths for the Construction of a Sino-EAEU FTA

Abstract：The Eurasian Economic Union is actively committed to establishing FTA with third countries and integration organizations with ambitious goals. At present，EEU has signed free-trade agreements with Vietnam and Singapore，an interim agreement with Iran on the establishment of a FTA，an agreement on non- preferential economic and trade cooperation with China. EEU has also negotiated with Israel and other countries on the establishment of FTA，engaged in long-term commitment to establish FTA with the European Union but with limited progress.From its existing practice，EEU is cautious in signing FTA with foreign countries，especially the member states of the alliance are conservative in liberalizing trade in services and investment. For the FTA construction between China and EEU，cooperation in trade facilitation should be promoted on the basis of the economic and trade cooperation agreement already signed.Attention should be paid to the joint feasibility study of promoting the construction of FTA. We can learn from the experience of FTAs between Eurasian economic union and Vietnam / Singapore. It is advisable to gradually push forward the tariff concession negotiations through the "early harvest" plan and other means，pay attention to the gradual opening up of trade in services，pay attention to updating or renegotiating the existing bilateral investment treaties，and explore the establishment of FTA version 1.0 with a lower level of liberalization.
