Abstract：The high- quality development of the logistics industry is demonstrated as the high- quality in meeting market requirement，which will be based on the specialized network and supply chain；and the stable network chain structure is the basic for the high-quality development. The target of the high-quality development of China’s logistics industry is the added value of national industrial chain and global value chain. In solving the complicated system related problem with the development of the logistics industry，we should focus on the key links and elements to discuss the high- quality development mechanism，take network chain structure，such as the logistic chain and supply chain，and other synthetic elements that supports the development of the logistics industry as the research subject，take the base nuclear and the connection key as the basis to establish the research system，and take the related symmetrical balance，the interaction between supply and demand，and the efficiency economy theories that demonstrates the objective characteristics of network chain structure and structural innovation and active optimization theory that demonstrates the subjective characteristics of network chain structure as the basis to carry out data research on China’s classical contractual logistics enterprises，global leading logistics enterprises and global 3PL. it is found that，to promote the highquality development of logistics industry，we should，first，review the mechanism of the network chain structure from the aspect of integrated logistic service quality provided by logistic chain，supply chain，supply chain integration and even the industrial chain，take advantage of the role of intrinsic driving- force of micro network high- quality development that is constituted of integrator，base nuclear，and the connection key，give full play to their roles in leading the network chain，carrying innovation and stabilizing connection；second，we should strengthen the connection between micro network chain，macro network，and the high- quality mechanism of logistics industry，take advantage of the relation between the economic kineticl energy and policy potential energy of the high-quality development mechanism of micro network chain logistics to lay the foundation for the role of synthetic element and network chain structure in realizing the high- quality development mechanism of logistics industry；and third，we should support the high- quality development mechanism of logistics industry with the help of synthetic element and network chain maturity，and improve its capacity for value- added and level in the region，country，and even the global value chain.
