(1.National Academy of Economic Strategy,CASS,Beijing 100028,China;2.iQIYI,Inc.,Beijing 100080,China) Abstract:Based on the platform theory of business ecosystem under the background of Internet,we can explain the driving mechanism and the dynamic process of China’s cross-border e-commerce customs clearance supervision system evolution and innovation in its mode. It is found that the cross-border e-commerce supervision ecosystem structure experiences the evolution process of the central- radiation- type bilateral supervision,the rule network- type multilateral supervision,and the symbiotic complex self- organized supervision,which promotes the innovation of the supervision mode at different stages. Optimizing system structure and improving system capability is the key for the innovation and upgrade of the customs clearance supervision eco-system;and platform’s correct strategic selection and the accumulating external network effects jointly promote the upgrade of the supervision system and the innovation in the supervision mode. Comparing the status quo,it is known that there are still problems with the innovation process in terms of the accurate statistics of cross- border e- commerce transaction data,crossregional coordination of supervision,bottlenecks in the customs clearance process,intellectual property supervision,and quality traceability. So the authors put forward that we should accelerate the establishing of a standardized,legalized,and facilitated supervision system,realize the“pushing forward and moving backward”of this supervision system based on such emerging technologies as Big Data,and continuously optimize the supervision process with the help of“micro-innovation”.
