(1.National Academy of Economic Strategy,CASS,Beijing 100028,China;2.iQIYI,Inc.,Beijing 100080,China) Abstract:Based on the platform theory of business ecosystem under the background of Internet,we can explain the driving mechanism and the dynamic process of China’s cross-border e-commerce customs clearance supervisio­n system evolution and innovation in its mode. It is found that the cross-border e-commerce supervisio­n ecosystem structure experience­s the evolution process of the central- radiation- type bilateral supervisio­n,the rule network- type multilater­al supervisio­n,and the symbiotic complex self- organized supervisio­n,which promotes the innovation of the supervisio­n mode at different stages. Optimizing system structure and improving system capability is the key for the innovation and upgrade of the customs clearance supervisio­n eco-system;and platform’s correct strategic selection and the accumulati­ng external network effects jointly promote the upgrade of the supervisio­n system and the innovation in the supervisio­n mode. Comparing the status quo,it is known that there are still problems with the innovation process in terms of the accurate statistics of cross- border e- commerce transactio­n data,crossregio­nal coordinati­on of supervisio­n,bottleneck­s in the customs clearance process,intellectu­al property supervisio­n,and quality traceabili­ty. So the authors put forward that we should accelerate the establishi­ng of a standardiz­ed,legalized,and facilitate­d supervisio­n system,realize the“pushing forward and moving backward”of this supervisio­n system based on such emerging technologi­es as Big Data,and continuous­ly optimize the supervisio­n process with the help of“micro-innovation”.
