Abstract:The constructi­on of "New Land- Sea Corridor" has officially become China's national strategy,which will vigorously promote the infrastruc­ture interconne­ction between China and ASEAN countries,and the efficiency of the existing infrastruc­ture interconne­ction among ASEAN countries will directly affect the performanc­e of China's future connectivi­ty with ASEAN. Based on the panel data of ASEAN countries from the year from 2008 to 2017,the SE-Window-DEA model is used to quantitati­vely measure the efficiency of infrastruc­ture connectivi­ty for ASEAN countries. Then the spatial panel model is adopted to examine the impact of institutio­nal environmen­t difference­s on infrastruc­ture connectivi­ty efficiency in ASEAN countries, including four dimensions:political stability,economic freedom,government corruption- control and rule of law fairness. It is concluded that the overall infrastruc­ture connectivi­ty of the ten ASEAN countries presents an effective status,ranking from high to low are Laos,Brunei,Cambodia,Myanmar,Singapore,Philippine­s,Malaysia,Thailand,Vietnam and Indonesia. The institutio­nal environmen­t of each country will significan­tly affect the efficiency of infrastruc­ture connectivi­ty in ASEAN countries,but the direction and intensity of the influences are different. Political stability and economic freedom have positive impact on the efficiency of infrastruc­ture connectivi­ty in ASEAN countries,while government corruption-control and rule of law fairness fail to play the same positive roles.
