Abstract:The construction of "New Land- Sea Corridor" has officially become China's national strategy,which will vigorously promote the infrastructure interconnection between China and ASEAN countries,and the efficiency of the existing infrastructure interconnection among ASEAN countries will directly affect the performance of China's future connectivity with ASEAN. Based on the panel data of ASEAN countries from the year from 2008 to 2017,the SE-Window-DEA model is used to quantitatively measure the efficiency of infrastructure connectivity for ASEAN countries. Then the spatial panel model is adopted to examine the impact of institutional environment differences on infrastructure connectivity efficiency in ASEAN countries, including four dimensions:political stability,economic freedom,government corruption- control and rule of law fairness. It is concluded that the overall infrastructure connectivity of the ten ASEAN countries presents an effective status,ranking from high to low are Laos,Brunei,Cambodia,Myanmar,Singapore,Philippines,Malaysia,Thailand,Vietnam and Indonesia. The institutional environment of each country will significantly affect the efficiency of infrastructure connectivity in ASEAN countries,but the direction and intensity of the influences are different. Political stability and economic freedom have positive impact on the efficiency of infrastructure connectivity in ASEAN countries,while government corruption-control and rule of law fairness fail to play the same positive roles.
