The Min­istry of Hu­man Re­sources and So­cial Se­cu­rity, to­gether with two other min­istries, is­sued a guide­line that pro­poses bail­ing cer­tain groups out of poverty by help­ing them get jobs. The mea­sures to be taken in­clude cre­at­ing more jobs, train­ing the un­em­ployed poor so that they can mas­ter skills needed by the la­bor mar­ket, and pro­vid­ing other in­cen­tives to en­sure the la­bor­ers from poor re­gions get more sta­ble jobs.
