Ho Lok-sang ar­gues that many crit­i­cisms of the Chief Ex­ec­u­tive are en­tirely po­lit­i­cal and have lit­tle to do with his record on pub­lic pol­icy

Chief Sec­re­tary for Ad­min­is­tra­tion Car­rie Lam Cheng Yuet-ngor said that many crit­i­cisms of Chief Ex­ec­u­tive Le­ung Chun-ying are un­fair, and that Le­ung is hard-work­ing and keen on pro­mot­ing Hong Kong’s econ­omy, par­tic­u­larly through sci­en­tific progress and tech­no­log­i­cal in­no­va­tions. It is worth eval­u­at­ing if Car­rie Lam’s eval­u­a­tion of Le­ung is valid. If what she said is true, it is worth ex­plor­ing why some peo­ple dis­like him.

It is well known that Le­ung faced staunch op­po­si­tion from day one. He was asked to step down even be­fore he stepped into of­fice. Yet de­spite all the op­po­si­tion, the list of what the SAR gov­ern­ment has achieved un­der his lead­er­ship is quite im­pres­sive:
