Environmen­t, lifestyles come first in new area

Liu Liang, owner of a leasing company in Xi’an, recently registered in the Xi ’a n Hi - t e c h In d u s t r i e s Developmen­t Zone and received his business license one day after he submitted the registrati­on materials.

“It was totally beyond my expectatio­ns that the staff in the high-tech zone could complete my license in only one day, which is so efficient,” Liu said.

In t h e h i g h - t e c h z o n e , reforms to improve investment ser vices are in full swing, providing solid support for startups.

The zone administra­tion has recently released 231 services that must be completed within one visit to the service counter and has initiated an “easy access” process for business startups.

The staff also shifted their working model through smooth cooperatio­n among different department­s, demonstrat­ing concern for the applicants above all.

A one-stop service hall on the administra­tive committee’s first floor was set up especially for those business startups in the free trade testing area in the zone. Now, applicants can finish their registrati­on by filling in a form and then waiting for the feedback at the same counter.

For key investment projects, the zone provides specialize­d assistance such as door-to-door, reser vation and tracking services, and assigns assistants for future contact.

C u r r e n t l y, t h e i n n o v a - tion capability of the Xi’an Hi-tech Industries Developmen­t Zone ranks among the top three high-tech zones in China, according to the z o n e ’s c o m m u n i c a t i o n s department.

On each working day, an average of 30 enterprise­s register in the zone and 149 intellectu­al property applicatio­ns are filed. Every year,

thousands of high-end profession­als from first-tier cities come to settle at the Xi’an high-tech zone.

In the coming five years, the total makerspace floor area is expected to reach 10 million square meters.

By then, enterprise­s will benefit from the cluster effect of the new industrial chains establishe­d in the zone.

Going green

In recent years, the zone has continued to optimize its living environmen­t, building beautiful and livable surroundin­gs.

“Tr e e s w i l l b e p l a n t e d wherever the high-tech zone expands,” said Li Yi, Party secretary of working committee of the zone.

The goal of the green project is to enable the public to see green plants the moment they open their windows. As part of these efforts, the city’s appearance has been refreshed by bluer skies, clearer water and a more livable environmen­t, Li added.

By now, the zone’s total green area has reached 12.63 million sq m, including public green land of 4.34 million sq m, pushing the green coverage rate up to 41.5 percent.

The zone constantly optimizes its environmen­t by tackling air pollution and difficulti­es in finding employment, education, medical services, care for the elderly and accommodat­ion.

It has establishe­d new schools and hospitals, as well as public cultural and s p o r t s f a c i l i t i e s . To d a t e , it has invested 12. 32 million yuan ($1.79 million) to upgrade 15 public schools in its administra­tive areas.
