The central government’s top liaison official in the Hong Kong Special Administrative Region is continuing to promote the achievements of the 19th National Congress of the Communist Party of China, while helping Hong Kong appreciate the central government’s vision for lasting prosperity and stability for the HKSAR.

Wang Zhimin, director of the Liaison Office of the Central People’s Government in the HKSAR, further explained these issues with 30 Hong Kong deputies to the National People’s Congress on Thursday.

To gain a full understanding of policies related to the HKSAR during the Party congress, Wang said Hong Kong people should be aware of the enormous benefits the city will enjoy due to the country’s robust development under the CPC’s leadership.

He stressed the importance of upholding the “one country, two systems” principle and adhering to an accurate implementation without any distortions.

The city must continue to ensure the central government’s overall jurisdiction and a high degree of autonomy, Wang explained.

He said the country’s Constitution had supreme authority; along with the Basic Law, it forms the constitutional basis of the HKSAR.

Wang spoke highly of Chief Executive Carrie Lam Cheng Yuet-ngor’s performance since assuming office in July. He said the central government will continue to provide full support to the SAR government in accordance with the Basic Law.

He said people should always have the national interest in their hearts. It was clearly also in the best of interests of Hong Kong residents to align the SAR’s development with that of the nation’s. They should also take advantage of favorable policies developed by the central government, which will sharpen Hong Kong’s competitive edge and foster further integration with the mainland.

As members of the country’s top legislature, as well as patriots who love the country and Hong Kong, the NPC deputies had played a key role in both the country and the SAR’s political scene, Wang noted.

In closing his speech, Wang expressed his hopes for the deputies to understand the policy outlook presented by the Party congress. He urged them to continue their role in assisting Hong Kong’s integration into the nation’s overall development.

Wang said they should also work hard to maintain the city’s lasting prosperity and stability, as well as safeguarding national sovereignty, security and development interests.

Rita Fan Hsu Lai-tai, the sole Hong Kong member of the NPC Standing Committee, and Maria Tam Wai-chu, convener of the Hong Kong delegation to NPC, responded positively to Wang’s speech.

They said Wang’s analysis on the report delivered at the Party congress provided insights for deputies in Hong Kong. This would help them understand the vision presented during the congress - especially Hong Kong’s status and development in the new era.

They both called on the deputies to play an active role in their work and to safeguard “one country, two systems” and the Basic Law. They should also unite to support the SAR government’s administration and fulfill their obligations in guarding national sovereignty, security and development interests.
