Reform of talent evaluation system

The General Office of the Communist Party of China Central Committee and the General Office of the State Council, China’s Cabinet, have jointly issued a guideline on reform of the talent evaluation system. It calls for improved talent evaluation standards, innovative talent evaluation methods and accelerate­d reform of talent evaluation in key fields.

According to the document, at present China’s talent evaluation system lacks different evaluation standards for different fields. It pays too much attention to diplomas and seniority and not enough to capability and performanc­e. In some fields the talent evaluation mechanism regards academic papers as an important evaluation standard while ignoring the actual contributi­ons the talents make.

The document advances reform of the talent evaluation system in key fields including technology, philosophy, social sciences, literature and arts, education, as well as medicine and health. Evaluation of scientific and technologi­cal talents will emphasize evaluation of representa­tive research results, while evaluation of educationa­l talents will emphasize assessment of ethics. In addition, employers should play a key role in evaluating talents, in order to avoid undue administra­tive talent evaluation.
