Institutional reform to benefit SAR: Wang
The reform of the Communist Party of China and State institutions will not only benefit people on the mainland but also Hong Kong and its people, said the central government’s top liaison official in Hong Kong.
Wang Zhimin, director of the Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region, made the remarks at a seminar in the city on Friday.
The first session of the 13th National People’s Congress, which concluded on Tuesday, approved the State Council institutional reform plan of 2018.
Last Wednesday, the central government released the program for deepening reform of the Party and State institutions.
Wang said the reform will contribute to improved and more efficient operation of institutional systems of the Party and the State.
It will bring more benefits and a favorable policy environment to help the HKSAR seek deeper integration into the nation’s overall development, and help its people fully enjoy the opportunities presented by the country’s development, he said.
The newly established State International Development Cooperation Agency has created a better platform for Hong Kong to utilize its international network, participate in the Belt and Road Initiative and play the “super-connector” role, Wang said.
Meanwhile, the restructured Ministry of Science and Technology will play an important role in the development of the SAR’s innovation and technology sector. It will bring new opportunities for Hong Kong to take full advantage of its strengths and potential in realizing major innovative breakthroughs, he said.
Moreover, the simplified State-level and lower-level taxation systems on the mainland will benefit Hong Kong people running businesses on the mainland.
To help the chief executive and senior officials understand how the changes will affect Hong Kong, Wang explained to them the central government organs that the HKSAR Government will have close interaction with, under the institutional reform of the State Council.
