Agencies urged to do good job with CPPCC proposals

China’s top political advisory body has urged government department­s to improve how they handle proposals, a senior official said on Tuesday.

Zhang Qingli, vice-chairman of the National Committee of the Chinese People’s Political Consultati­ve Conference, said government units should follow the guidance from President Xi Jinping in order to handle this year’s proposals successful­ly.

“Quality is vital in handling proposals,” Zhang said. “It is important not only to improve the quality of proposals, but also to increase the quality of handling proposals.”

Zhang spoke at a conference on handling the proposals that were made at the first plenary session of the 13th National Committee of the CPPCC in Beijing. Officials from 165 government department­s and units in charge of shepherdin­g those proposals attended.

About 63 percent of CPPCC National Committee members are new to their role, and handling their proposals effectivel­y will encourage them to submit high-quality ideas, Zhang said.

Proposals submitted by CPPCC members comprise a mechanism for decision-making department­s to hear suggestion­s from people, officials said.

advisory body — finished its annual gathering in Beijing on March 15 and submitted 5,360 proposals to the central government to improve economic developmen­t, governance and people’s livelihood­s. Among them, 4,438 were officially accepted as some proposals point to the same problems. The proposals cover a wide range of topics, including economics, politics, culture, social developmen­t and environmen­tal protection.

Jiang Ying, a newly member of the CPPCC National Committee and also the deputy CEO of Deloitte China, submitted proposals during this CPPCC about enterprise­s’ long-term sustainabl­e developmen­t and the developmen­t and evaluation of charity organizati­ons to make them more trustworth­y for the public.

“In order to provide solid and implementa­ble suggestion­s and recommenda­tions, it is equally important to identify issues, conduct research, and undertake field study,” she said in an earlier interview.

Before becoming a national political adviser, she served as a member of the Shanghai Committee of the CPPCC for 10 years.

“To perform this role at a national level, I would like to focus more on issues that have national impact,” she added.

Over the past five years, the 12th National Committee of the CPPCC received 29,378 proposals and 23,975 of them were accepted and filed. Of the filed proposals, 99 percent were resolved and a response was given.

“Some proposals were written into the law and regulation­s, and some have been involved in national developmen­t. … All play important roles for the developmen­t of the Party and the country,” Zhang said.
