Agencies urged to do good job with CPPCC proposals
China’s top political advisory body has urged government departments to improve how they handle proposals, a senior official said on Tuesday.
Zhang Qingli, vice-chairman of the National Committee of the Chinese People’s Political Consultative Conference, said government units should follow the guidance from President Xi Jinping in order to handle this year’s proposals successfully.
“Quality is vital in handling proposals,” Zhang said. “It is important not only to improve the quality of proposals, but also to increase the quality of handling proposals.”
Zhang spoke at a conference on handling the proposals that were made at the first plenary session of the 13th National Committee of the CPPCC in Beijing. Officials from 165 government departments and units in charge of shepherding those proposals attended.
About 63 percent of CPPCC National Committee members are new to their role, and handling their proposals effectively will encourage them to submit high-quality ideas, Zhang said.
Proposals submitted by CPPCC members comprise a mechanism for decision-making departments to hear suggestions from people, officials said.

advisory body — finished its annual gathering in Beijing on March 15 and submitted 5,360 proposals to the central government to improve economic development, governance and people’s livelihoods. Among them, 4,438 were officially accepted as some proposals point to the same problems. The proposals cover a wide range of topics, including economics, politics, culture, social development and environmental protection.
Jiang Ying, a newly member of the CPPCC National Committee and also the deputy CEO of Deloitte China, submitted proposals during this CPPCC about enterprises’ long-term sustainable development and the development and evaluation of charity organizations to make them more trustworthy for the public.
“In order to provide solid and implementable suggestions and recommendations, it is equally important to identify issues, conduct research, and undertake field study,” she said in an earlier interview.
Before becoming a national political adviser, she served as a member of the Shanghai Committee of the CPPCC for 10 years.
“To perform this role at a national level, I would like to focus more on issues that have national impact,” she added.
Over the past five years, the 12th National Committee of the CPPCC received 29,378 proposals and 23,975 of them were accepted and filed. Of the filed proposals, 99 percent were resolved and a response was given.
“Some proposals were written into the law and regulations, and some have been involved in national development. … All play important roles for the development of the Party and the country,” Zhang said.
