Why are the two sessions usually held in March?

The two sessions will start next week. They refer to the annual gatherings of the nation’s top legislatur­e and its top body of political advisers. Setting March for the meetings means there is enough time left for the related bodies to reach a conclusion on the budget of the previous year and propose a budget for the coming year. In addition, holding the two sessions after Spring Festival leaves more time for the deputies and representa­tives to get prepared for the meetings.
