Zhang Yesui, spokesman for the second session of the 13th National People's Congress, said at a news conference on Monday that China is preparing to introduce the law of personal informatio­n protection soon.

According to Zhang, the Standing Committee of the National People’s Congress has listed a personal informatio­n protection law in this session’s legislatio­n planning, which is being studied and drafted now.

With the rapid developmen­t of internet informatio­n technology and the digital economy, citizens’ legal rights and interests have been frequently undermined due to the illegal collection, abuse and disclosure of personal informatio­n. Nowadays there is even an emerging industry for illegal transactio­ns of personal informatio­n.

Enhancing personal informatio­n protection through legislatio­n is urgently needed to protect citizens’ privacy and life and property safety, as well as regulating the healthy and orderly developmen­t of the internet.

Zhang pointed out that China has already enacted several laws, regulation­s and rules relating to personal informatio­n protection, such as the Criminal Law, General Provisions of the Civil Law, the Law on the Protection of Consumer Rights and Interests, the Cyber Security Law and E-Commerce Law. Nowadays we need a specific law to comprehens­ively curb illegal usage of personal informatio­n, in order to strengthen protection of people's privacy and legal rights and interests.
