The Tibet autonomous region has abundant tourism resources. With more convenient transportation, its tourism potential can be further expanded. Although Tibet has five airports in operation, air travel is still limited by factors such as the small size of airports and seasonality. This causes problems including insufficient connectivity and restricts the development of tourism to some degree. I suggested that the civil aviation authority should increase the number of direct flights from cities like Beijing, Shanghai, Hangzhou and Kunming to Nyingchi.
And financial departments should offer more fuel subsidies for airlines operating in Tibet to support direct flights in the offseason and winter.

Transporting sick and injured people between cities in China mainly relies on overland transport, with very few airplanes or helicopters dedicated to such purposes. However, long-distance ambulance services are slow and vehicles are in limited supply. I
hope there will be dedicated passenger carriages on high-speed trains that can be equipped with medical facilities when there is an urgent need to transport patients. I recommend that the National Health Commission and China Railway Corp form a high-speed rail medical transportation organization, with the corporation developing special carriages and establishing a green channel for medical transportation at railway stations.
China should focus on improving the return on investment mechanisms and
innovating the governance model in publicprivate partnership projects such as for municipal sewage and waste disposal projects. This would effectively attract private capital to reduce the financial burden on the government and further boost the environmental protection industry. This will also help establish a mechanism to cover the whole life cycle of PPP projects and encourage transformation of the environmental protection sector.

We will address the lack of physical education facilities, teachers and programs in schools as we work to make up for shortages of PE teachers and guarantee that enough PE classes are available. Our sports and education authorities should work to build a collaborative program to reallocate manpower and management resources to jointly promote the role of PE on campuses. Teaching materials and PE facilities need to be updated and upgraded as well.
