Supportive measures and services
Construction of infrastructure
Under the guidance of scientific planning, Dongxihu district invested 400 million yuan ($62.1 million) to build a pipeline network for roads and rainwater collection. The standard factory buildings, natural gas pipelines and other supporting infrastructure have laid a solid foundation for the rapid development of the park. Also included in the infrastructure are sewage treatment plants with a daily processing capacity of 20,000 metric tons.
Introducing top companies
In 2008, Dongxihu district attracted the Coca-Cola noncarbonated beverage project to settle in the park through the method of “advancing funds, building factories according to its design requirements, and renting until it is willing to repurchase at cost”. On Oct 18, 2009, Coca-Cola Bottler Production (Wuhan), with an investment of 600 million yuan, was completed and put into production. It became Coca-Cola’s noncarbonated beverage production base with the highest investment in China at the time as well as the world’s production equipment. It has also introduced many well-known companies such as Pepsi Foods, Danone Beverages, Juewei Foods, Keming Noodles and Taoli Bread.
Cultivating local enterprises
With the strong support of the Dongxihu district government, including the priority supply of land resources and tax growth incentives, local companies have achieved rapid growth. Zhouheiya was successfully listed on the Hong Kong main board on Nov 11, 2016, becoming a calling card of Wuhan’s specialty food sector. Liangpin Shop was listed on the main board of the Shanghai Stock Exchange on Feb 24, 2020, with sales revenue of 7.89 billion yuan that year. As a result, it became synonymous with domestic high-end retail. By cultivating “star” enterprises, the park and local private enterprises have developed and grown together, achieving a win-win situation.
Promoting scattered enterprises
On Jan 18, 2015, China Resources Group signed a contract with Dongxihu district. The new project of China Resources Snow Breweries’ 1-millionkiloliter beer relocation, with a total investment of 2.3 billion yuan, was settled in the park.
On May 9, 2018, the first phase of the 800,000-kiloliter project of the advanced domestic technology and the largest new plant in Central China started operation.
China Resources Snow Beer (Wuhan) has been established as a beer technology research and development base and a mid-to-high-end beer production base of China Resources Group in the country. In 2020, it will achieve an output of 420,000 kiloliters of beer, an increase of 82.6 percent compared with the output before its relocation.
