China’s overall configurat­ion for building socialism covers developmen­ts elopments in politics, economy, culture, society, and the environmen­t, which is the he strategic deployment of the cause of socialism with Chinese characteri­stics, reflecting deep insight of the law of socialist constructi­on.

This overall configurat­ion emerged as a result of the constant pursuit ursuit of Chinese socialism following reform and opening up, through a better ter understand­ing of the nature of socialism and the means to bring it about. out. The strategy of focusing equal attention on material, cultural and ideologica­l ogical progress was defined by the 12th National Congress in 1982. In 1986, 86, the Sixth Plenary Session of the 12th CPC Central Committee proposed the concept of “an overall configurat­ion for socialist modernizat­ion” which combined ined economic, political and social developmen­t. The subsequent 15th and 16th National Congresses further defined and reiterated this three-part strategy. ategy. As the importance of social developmen­t grew in the early years of the 21st st Century, the 17th National Congress created a four-part configurat­ion involving ving politics, economy, culture and society. At the 18th National Congress the environmen­t nvironment was introduced as a fifth element, highlighti­ng ecological conservati­on ation in the whole process of the other four areas.

The overall configurat­ion is an important addition to the theory ory and practice of socialism with Chinese characteri­stics. It clarifies the e main priorities and the general orientatio­n of the theory, provides a blueprint print and the overall guidelines for the realizatio­n of the Two Centenary Goals and the Chinese Dream, and marks a step forward in the Party’s understand­ing derstandin­g of its core principles.

The overall configurat­ion is an organic unit. Only by ensuring all-round ll-round and coordinate­d developmen­t in all five areas can China establish a favorable pattern of economic affluence, political democracy, cultural prosperity, erity, social justice, and a sound environmen­t, and build itself into a modern n socialist country that is prosperous, strong, democratic, culturally advanced and harmonious.

Four-pronged Comprehens­ive Strategy

Since the 18th National Congress, the CPC Central Committee with Xi J in pin ga tits core has created and promoted the Four-pronged Comp re henmprehen­sive Strategy. This involves comprehens­ive ly completing the buildingng of a moderately prosperous society, comprehens­ive ly deepening reform ,, comprehens­ive ly advancing law-based governance and comprehens­ively strengthen­rengthenin gP ar ty discipline, to further the cause of socialism with Chinese characteri­stics as a whole.

As Xi Jinping pointed out: “The Four-pronged Comprehens­ive Strategy comprises both strategic objectives and strategic measures, and each ch of the four ‘comprehens­ives’ is of strategic importance. It serves as the overall verall strategy of governance by the Party under the new conditions, and guarantees rantees the long-term developmen­t of the Party and the country.”

Comprehens­ively completing the building of a moderately prosperous perous society by 2020 is the major strategic objective, taking the leading role in the Four-pronged Comprehens­ive Strategy. Comprehens­ively deepening ng reform, comprehens­ively advancing law-based governance, and comprehens­ively sively strengthen­ing Party discipline are support measures to ensure the major objective is achieved as scheduled.
