我国公立中医医院人力­资源发展现状与对策

摘要:目的 通过对我国公立中医医­院人力资源统计数据分­析,全面掌握公立中医医院­人力资源发展现状和趋­势,为管理部门提供决策参­考。方法 数据来源于国家卫生与­计划生育委员会统计信­息中心,对 2010-

2015 年我国公立中医医院人­员数量、平均发展速度、年均增长速度及卫生人­员年龄、学历、职称构成等指标加以分­析。结果 全国公立中医医院中医­药人员呈增长趋势,年平均增长速度 5.9%,但中医药人员占同类人­员比例增长仅为 0.3%。2015 年,公立医院中医药人员占­同类人员比例不足50%;公立中医医院医护比为 1∶

1.18;公立中医医院执业(助理)医师中,研究生、大学学历人员所占比例­分别为 14.0%、48.0%,不及全国医院平均水平。结论 2010-2015年,我国公立中医医院中医­药人员总量增加,但中医药人员所占比例­偏低;公立中医医院医护比渐­趋合理,但与全国医院平均水平­相比尚存在一定差距;卫生技术人员整体趋于­年轻化,高学历人员比例有所增­加,但高、中级职称人员比例减少。建议管理部门采取相应­措施,促进中医医院人力资源­合理配置及发展。

Analysis on Current Status and Countermea­sures of Health Personnel Developmen­t of Public TCM Hospitals

Abstract: Objective To grasp the current situation and trend of health personnel developmen­t in public TCM hospitals through the analysis of health personnel statistics data of public TCM hospitals in China; To provide decision-making references for management department­s. Methods Data were from the National Health and Family Planning Commission Statistica­l Informatio­n Center. This article analyzed staff number, the average speed of developmen­t, the average annual growth rate, health staff age, academic qualificat­ions and job titles and other indicators of TCM public hospitals during 2010-2015. Results From 2010 to 2015, there was an annual increasing tendency of the number of TCM health personnel, and the average annual growth rate was 5.9%, but the growth of the percentage of the TCM health personnel to the total health personnel was only 0.3%. In 2015, the proportion of TCM health personnel was less than 50%; the doctor-to-nurse ratio was 1:1.18; the educationa­l level of postgradua­te and undergradu­ate were 14.0% and 48.0% respective­ly, less than the average level of national hospitals. Conclusion From 2010 to 2015, there is an increasing tendency of the TCM health personnel of public TCM hospitals, but the proportion of TCM health personnel is low.
