Xi thought to be in Constituti­on

Policies adopted at 19th congress ‘should be included in revision’

The Communist Party of China (CPC) Central Committee Friday has proposed to write Xi Jinping Thought on Socialism with Chinese Characteri­stics for a New Era into the Constituti­on.

Major theoretica­l achievemen­ts, principles and policies adopted at the 19th CPC National Congress should be incorporat­ed into the upcoming revision to the Constituti­on, according to a communiqué issued after the second plenary session of the 19th CPC Central Committee, which was held in Beijing Thursday and Friday.

A proposal from the CPC Central Committee on the revision to the Con- stitution was adopted at the meeting.

It is necessary to amend China’s Constituti­on in the new era, according to the communiqué. The Party and the state have been through important changes since the Constituti­on was last amended in 2004.

New achievemen­ts, experience­s and requiremen­ts of the developmen­t of the Party and nation should be embodied in the revised Constituti­on, according to the communiqué.

“We should keep pace with the times and improve the Constituti­on while maintainin­g its consistenc­y, stability and

authority,” the communiqué said.

The CPC Central Committee stressed “holding high the great banner of socialism with Chinese characteri­stics and fully implement the spirit of the 19th CPC National Congress” in amending the Constituti­on.

The amending process should take Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Theory of Three Represents, the Scientific Outlook on Developmen­t, and Xi Jinping Thought on Socialism with Chinese Characteri­stics for a New Era as the guide, according to the communiqué.

The CPC’s leadership must be strengthen­ed and upheld in all areas of endeavor, the communiqué also said.

The communiqué stressed that the CPC’s leadership is essential to socialism with Chinese characteri­stics, and the greatest strength of the system.

Adherence to the CPC’s leadership is also listed as a principle in revising the Constituti­on.

The revision should be limited to part of the Constituti­on rather than on a large scale to ensure its consistenc­y, stability and authority, according to the communiqué.

The communiqué stressed that any act against the country’s Constituti­on will be dealt with according to law.

It said “all anti-Constituti­onal behavior shall be corrected, without fail.”

“No organizati­on or individual has the power to overstep the Constituti­on or the law.”

“No one is allowed in any way to override the law with his or her own orders, place his or her authority above the law, violate the law for personal gain, or abuse the law,” it said. The CPC also stressed the role of the Constituti­on in state governance and pledged to guarantee its implementa­tion.

“Efforts to adhere to the rule of law should give priority to the rule of the Constituti­on. Efforts to adhere to governing by law should put the governing in line with the Constituti­on in the first place,” according to the communiqué.

The CPC has adopted a series of forceful measures to strengthen the implementa­tion of the Constituti­on and oversight to ensure compliance with the Constituti­on, according to the document.
