Author's address Zhejiang science and technology museum association, e-mail: 1404754791@qq.com Abstract The promulgation of The Public Culture Service Guarantee Law confirms one thing, the cultural institutions key tasks of constructing modern public culture service system is establishing corporate governance structure, improving performance appraisal mechanism, promoting the system innovation and development of the council. Starting from the meanings of the council system of the association of nature and science museums, this paper analyzed the function of the council system in strengthening the vitality of nature and science museums and fully exerting its public service function by analyzing the concrete operation of the museums in the united states, britain, singapore and other countries. Vertically through analyzing the state, provincial and urban three levels of nature and science museums of the status quo and highlights, respectively, analyzing from the council’s positioning, formulate regulations, personnel structure, selection and ability, financial right and personnel rights, incentive mechanism and responsibility investigation, pointing out the shortcomings in the operation of the practice, and putting forward some suggestions and reflections.
