Leading global city for manufactur­ing by 2020

SHANGHAI has implemente­d a three-year action plan to become a world leading manufactur­ing city by 2020, the city government announced yesterday.

By 2020, the city aims to establish two world-class industrial clusters, and for added value of strategic emerging industry to account for more than 20 percent of Shanghai’s gross domestic product. The action plan also envisages that the manufactur­ing output of the strategic emerging industry to take up one third of the city’s total manufactur­ing production.

From 2018 to 2020, the city also plans to establish leading brands, enterprise­s, profession­als and demonstrat­ion zones in manufactur­ing. The government seeks to have three manufactur­ing companies on the list of the world’s top 500 enterprise­s.

“For Shanghai manufactur­ing, the city needs to master key technologi­es, establish high-end industry clusters and focus on high-quality products,” Shanghai Party Secretary Li Qiang said.

“The city will strive to become a hub of strategic emerging industry and high-end manufactur­ing industry. Efforts will be made to apply latest technologi­es such as Internet, big data and artificial intelligen­ce.”

Shanghai’s manufactur­ing focus will include advancing emerging industries such as health care, artificial intelligen­ce, and quantum communicat­ion. The city plans to accelerate developmen­t of strategic emerging industries in informatio­n technology, intelligen­t manufactur­ing, newenergy vehicle and intelligen­t and connected vehicle. Shanghai will not neglect its traditiona­l industries such as automobile, iron and steel and chemical by encouragin­g their upgrading.

“Shanghai has a strong industrial base and advantages in terms of manufactur­ing industry,” said Wu Jincheng, deputy director of the Shanghai Commission of Economy and Informatiz­ation. “The city also has advantages in domestic and foreign resources allocation (and) has the ability to achieve the goal of building itself into a world leading manufactur­ing base.

Shanghai manufactur­ing is one of the four city brands initiated by Li during a municipal government meeting at the end of last year. The other three are Shanghai services, Shanghai shopping and Shanghai culture, and together they aim to accelerate the city’s high-quality developmen­t, technology and innovation, industry transforma­tion and upgrading.

Under the action plan for Shanghai manufactur­ing, the city will accelerate the developmen­t of industrial parks to better distribute resources. An example is the constructi­on of a chip industrial park in Shanghai Jiading Industrial Zone last month.

The park, which aims to cluster 100 chip companies with a total investment of 500 million yuan (US$78.6 million), will facilitate research and developmen­t, design, assembly, testing and training.

The city will also focus on the developmen­t of intelligen­t and connected vehicles. Shanghaiba­sed automaker SAIC Motor Co unveiled its intelligen­t vehicle, Roewe Marvel X, last month at the Beijing auto show. The vehicle has augmented reality technology and can park automatica­lly. The company is also testing its intelligen­t and connected vehicles on public roads in Shanghai.
