C4 contractor needed for multimillion Micro-Projects works
MBABANE – A tender opportunity awaits local contractors registered with the Construction Industry Council (CIC).
The tender is for a contractor who holds a valid certificate issued by the council under *eneral &ivil Engineer ing works & and above.
This was mentioned by Micro 3ro Mects in the tender documents pub lished by the Eswatini 3ublic 3rocure ment 5egulatory Agency E6335A in their website.
The *overnment of Eswatini has appointed the Ministry of Economic 3lanning and 'evelopment, Micro 3roMects 3rogramme M33 as the implementing agency for the con struction of Maphungwane /ukhet seni :ater 6upply 6ystem.
Excavation
The works is the e[cavation and laying of an appro[imately km pipeline, from near /asi 3rimary 6chool to the proposed reservoir site.
Micro 3roMects wishes to re ceive tenders for the construction of works, the successful tenderer will be e[pected to complete the works within the period stated in the tender data from the date of commencement of the works.

They said tenders shall not be awarded to a foreign contractors unless in partnership or Mointly with an Eswatini company or firm wherein the Eswatini company holds per cent minimum shares.
“Tenderer shall not have a conflict of interest. All bidders found to have conflict of interest shall be disqual ified,´ said Micro 3roMects in the document.
They added that bidders may be considered to have a conflict of in terest with one or more parties in the bidding process, if they are as
sociated, or have been associated in the past, directly or indirectly, with the consultant or any other entity that has prepared the design, specifications, and other documents for the proMect or being proposed as employer¶s agent or representative for the contract.

Micro 3roMects 'irector 'ennis Mbingo also mentioned that a firm that had been engaged by the borrow er to provide consulting services for the preparation or supervision of the works, and any of its affiliates shall not be eligible to bid.
+e said a tenderer that was un der a declaration of ineligibility in accordance with 6ection of the 3ublic 3rocurement Act of , at the date of contract award, shall be disqualified.
“Tenderers shall provide such evidence of their contin ued eligibility satisfactory to the employer, as the employer shall rea sonably request.
“The Tenderer shall bear all costs associated with the preparation and submission of its tender, and the em ployer will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the tendering,´ he said.
Examine
The director added that the tenderer was advised to visit and e[amine the site of works and its surroundings and obtain for itself on its own respon sibility all information that may be necessary for the preparation of the tender and entering into a contract for construction of the works.
Mbingo said the costs of visiting the site shall be at the tenderer¶s own e[pense.
+e eluded that information relating to the e[amination, clarification, evaluation, and comparison offend ers, and recommendations for the award of a contract shall not be disclosed to tenderers or any other persons not officially concerned with the process until the award to the suc cessful tenderer has been announced.
“Any effort by a tenderer to influ ence the employer¶s process of tender evaluation or award may result in the reMection of the tenderer¶s tender,´ he said.
