Service delivery affected - CANGO
MBABANE – The Coordinating Assembly of Non-Governmental Organisations (CANGO) also weighed in on the matter.
The CANGO Executive Director (ED) Thembinkosi Dlamini said the prolonged establishment of the register created issues with service delivery.
CANGO has a membership of about 100 NGOs, some of which are implementing programmes for children.
He was of the view that government already had institutions with a huge staff complement capable of doing the job.
He also said while government usually complained of a huge wage bill, it could add this task to someone already on the public payroll.
“Despite drawing salaries monthly and for years, they (civil servants) do nothing simply because these newly-established directorates have no resources to pursue their allocated mandate. All it would take is appointing an official registrar, giving them this extra task which they do in an excel spread sheet and send same to the computer department to update online,” the CANGO ED said.
A source said consultations have been done with the neighbouring country, South Africa to benchmark how the office there operates. The source also said that a draft framework had been drafted for the operations of such an office.
NO RESPONSE FROM DPM OFFICE
The ministry was asked about the progress regarding this issue as well as to establish the cases that are pending or lining up to be included in the book.
Questions were sent first to the Acting Principal Secretary (PS) Lomkhosi Dlamini.
She referred them to the Director of Gender and Family Issues Nomzamo Dlamini who later said that the response was pending the Principal Secretary Melusi Masuku’s approval.
