Lack of su­per­vi­sion by par­ents first ques­tion sud be ask wat the tod­dler was do­ing on the road un­su­per­vised ve­hi­cles are ma­chines it can not be stopped any how dats why rules are set out for driv­ers and pedes­tri­ans leav­ing kids un­su­per­vised means mak­ing blind per­son walk with­out stick and so is th­ese kids par­ents to be blamed.
