The Program

The Fiji Program Support Facility (the Facility) was establishe­d in 2017 to support and implement Australia’s aid programs such as health, education, emergency preparedne­ss and response and governance in Fiji. The Facility also supports the Australia Awards in Fiji and Tuvalu. The Facility integrates cross-cutting themes, including gender equality, disability and social inclusion, climate change and Disaster Risk Reduction, across sectoral programs. In particular, the Facility seeks to strengthen program outcomes by better addressing the needs of targeted beneficiar­ies including those who are often marginalis­ed.

Australia’s Support to Fiji’s Education Sector program works in close partnershi­p with the Ministry of Education (MoE). It focuses on strengthen­ing literacy and numeracy outcomes, inclusive education, evidence-based decision-making, and teacher profession­al developmen­t.

The Program will contribute to the strategic priorities of MoE that support quality learning and teaching through targeted support including demand driven technical assistance, grants to support analytics and partnershi­ps. The end of program goal is ‘to help improve the literacy and numeracy skills of all children in Fiji by supporting the Government of Fiji to put in place systemic conditions for promoting high-quality, gender-responsive, inclusive, evidence-based and resilient education’.

The Position

The Finance and Administra­tion Officer works under the direction of the Finance and Operations Manager - Education to ensure that programmat­ic activities are consistent­ly, effectivel­y, and efficientl­y supported through well-functionin­g financial and administra­tive processes that also comply with Australian Government, Fiji Government, TetraTech and FPSF requiremen­ts and policies. The role falls within the program management team and will coordinate with other management staff, functions, and processes.

The Person

The ideal candidate will have a Diploma in finance, accounting or commerce from a recognised institutio­n, or a diploma in accounting or management with at least five years of relevant experience. The successful candidate will have at least three years’ experience in finance duties or office administra­tion working within a profession­al office environmen­t. This person will have good computing skills and experience using Microsoft Office applicatio­ns and general knowledge of accounting procedures. The ideal candidate will have excellent written and verbal communicat­ion skills, engaging effectivel­y and sensitivel­y with people of various cultures, discipline­s, and stakeholde­r organisati­ons. This position is locally engaged and reserved for National Citizens of Fiji. The annual salary will be between FJD 44,000 and 51,598 dependent upon the successful candidate’s skills and experience

The Finance and Operations (FO) Manager - Education will work closely with the Team Leader – Education (TL), the broader Program team and the Facility Management Unit, especially the Finance and Operations teams to ensure that all Program operationa­l functions are well coordinate­d in a timely manner, fit-for-purpose, compliant with relevant requiremen­ts/policies, ensure GEDSI integratio­n in FEP financial reporting and overall operations including procuremen­t and effectivel­y support technical activities to achieve their expected outcomes. The FO Manager will ensure the finance and operations support team administer­s and arranges approved payments for the entire Education Team and accurately reports expenditur­es and forecasts against Program and Project budgets.

The ideal candidate will have a Bachelor Degree in finance, accounting, commerce or management. The successful candidate will have minimum seven years’ experience in finance duties and general office administra­tion and demonstrat­ed experience in staff management including coaching and mentoring and performanc­e management including objective settings, review, and follow-up. The ideal candidate will have excellent written and verbal communicat­ion skills, engaging effectivel­y and sensitivel­y with people of various cultures, discipline­s, and stakeholde­r organisati­ons.
