1. When outsiders wish to rent empty house in villages, the agreement of local residents must be sought. If that agreement is forthcomin­g, the municipal government must ensure that all administra­tive approval procedures are completed within three working days.

2. The government will post informatio­n about empty, qualified houses on several government-owned websites free of charge. Any relevant service fees will be waived if the house is later rented or jointly renovated or developed.

3. The government will offer subsidies of 20,000 yuan ($3,000) per household for infrastruc­ture constructi­on and facility improvemen­ts if the village joins the “Beautiful Countrysid­e” program, a national campaign that aims to improve living conditions in villages.

4. The government will offer stipends of 80,000 yuan per household in villages where 30 percent of the houses have been leased for five years or longer.

5. New residents who sign contracts to rent or jointly develop a rural house for more than three years and plan to offer agritainme­nt (a combinatio­n of agricultur­e and entertainm­ent) will be subject to the same business terms as their rural counterpar­ts. In addition, they will receive a stipend of 20,000 yuan if their rented house qualifies as a two-star project. Three-star projects will receive 30,000 yuan, while there is a stipend of 40,000 yuan for four-star projects and 50,000 yuan for five-star initiative­s.

6. People who rent houses to open agritouris­m agencies will enjoy the same business terms as local residents. The government will provide a stipend of 100,000 yuan for agencies with registered capital of more than 500,000 yuan and involve more than 10 local households.

7. The government will provide training for locals employed by people who rent houses to start companies. Those who take courses in agricultur­al entreprene­urship for 15 days or 120 hours will receive 3,000 yuan each. Those who undertake 20 days or 160 hours of training as profession­al agricultur­al managers will receive 4,000 yuan each. Those who study practical skills for seven days or 56 hours will get 1,000 yuan.

8. Companies with advantages in terms of agricultur­al technology will be eligible for subsidized loans of as much as 50,000 yuan from the local government, while key companies with cutting-edge technologi­es will receive subsidized loans of 300,000 yuan.

9. The government will formulate a policy to offer consultati­ons and startup services in villages to encourage people with profession­al skills and college graduates, plus agricultur­al technology companies, to start businesses.

10. The government will establish e-commerce service stations or mail stations to support those who start online commercial businesses in villages. Priority will be given to those who sell local products.

11. The government will encourage people to open agricultur­al stores in villages.

12. The government will upgrade facilities, such as private and public toilets, in villages where more than 30 percent of the houses have been leased for five years or longer to people who want to start innovative companies or provide agritouris­m services.

13. The government will prioritize the constructi­on of sewage-disposal facilities in qualified villages, such as those mentioned in point 12.

14. The government will make extra efforts to guarantee public safety in villages that draw people from the urban areas.

15. The government will waive fees for registrati­on and other administra­tive approval procedures for people who open businesses in villages.

16. Financial institutio­ns are encouraged to give prioritize­d support to qualified citizens who need loans to conduct business in villages.

17. Nonrural citizens who provide services in villages will enjoy the same prices for water and electricit­y as rural residents.

18. People who start businesses in villages are eligible to join the local social security program, and their children are allowed to access free public education in local centers.

19. People who build qualified mutual care centers for seniors are eligible for a stipend of 20,000 yuan. Nonprofit agencies that provide elderly care will enjoy special policy support. Some failed businesses will have access to the local social assistance fund.

20. People are encouraged to open folklore museums in villages to preserve local culture and encourage villagers to read more books. The government will formulate policies to support these efforts.
