Located in the west of Xiamen island, Haicang district is one of the main areas of the Fujian free trade zone and an important port for Fujian province in the trade with southern Asia. It is also part of a special economic zone, a Taiwan investment zone, an export processing zone, a bonded port zone and a pilot area for the Maritime Silk Road.

The district covers a total area of 186.46 square kilometers and has a population of about 500,000. Industries

While promoting the upgrading of traditiona­l industries, the Haicang government focuses on the integrated circuits, biomedicin­e and new material sectors, and is building a cross-Straits center for emerging industries.

It also plans to build an internatio­nally influentia­l integrated circuit industry center focusing on design and testing.

The Xiamen Biobay in the district is the only national pilot cluster for the developmen­t of strategic emerging industries in the province. Urban infrastruc­ture

Haicang is home to many of the city’s most beautiful roads, many star-rated hotels and sightseein­g attraction­s. It is one of the first national-level demonstrat­ion districts for ecological civilizati­on in China.

It is building itself up as a national center for ocean culture and an internatio­nally renowned tourist destinatio­n. Business climate

Xiamen Port is one of the nation’s top four internatio­nal shipping centers, ranking 15thbigges­t worldwide. Haicang is home to a key area of the center, accounting for 67 percent of the cargo containers handled in Xiamen last year.

The local government is building a decision-making system and a public data service portal based on the internet and big data technology to foster a stable, transparen­t and fair business climate. Culture

Haicang was a starting point of the ancient Maritime Silk Road, and an important part of Yuegang Port, China’s largest port for internatio­nal trade in the 17th century.

It is the origin of the belief of Baosheng Dadi — literally, the Life Protection Emperor — a Chinese god of medicine worshiped most popularly in Fujian and Taiwan.

It ranks No 2 in the province in the urban civilizati­on index.
