Informatio­n on resource allocation to be disclosed

The State Council issued a notice on Dec 28 to further promote informatio­n disclosure on the allocation of public resources. The entire process of public-resource allocation, from decision-making, execution, management to outcomes, should be open to enterprise­s and the public to ensure their legitimate rights, the notice said. Public resource allocation mainly involves affordable housing projects, transfer of rights to use and mine Stateowned land, government procuremen­ts and transactio­ns of State-owned properties, which are directly related to socioecono­mic developmen­t and improving people’s lives. The first two items should be listed in eye-catching spots when being disclosed. Local government­s should clearly define their catalog of allocation items that meet the requiremen­ts of openness, the notice stated. According to the notice, each department should be responsibl­e for opening allocation procedures and the results of issues it dealt with. For example, the department in charge of administra­tive approvals should unveil the approval results. Government­al websites should fulfill their duties to make public informatio­n on public resource allocation. Other channels, including micro blogging, the Tencent-run WeChat, news media and mobile apps, should also be efficientl­y used. The notice said that those produced in the process of public resource allocation, except informatio­n of State and business secrets, should be open to the public.
