Highlights of Shanghai’s 2018 plan
1. GDP: Improve the quality and efficiency of economic development, with the city’s GDP set to grow by about 6.5 percent, and total R&D expenditure to be about 3.8 percent of GDP. 2. Free trade port: Explore the construction of a free trade port relying on the Yangshan Deep Water Port and Pudong International Airport. 3. CIIE: Prepare for the six-day inaugural China International Import Expo scheduled in November and build a yearround service platform to facilitate trade. 4. AI: Bolster AI development and promote a number of demonstration applications in areas such as health management and food safety. 5. Housing: Build and convert 200,000 housing units for rent and set up a service platform for rental housing with adequate public services. 6. Social welfare: Increase citizen’s social welfare by opening 80 more elderly day care centers, adding 7,000 beds in care homes and building 20 community-based day care centers for toddlers. 7. Urban renewal: Move 100 km of overhead cables underground, renovate 400,000 square meters of dilapidated housing in central district and designate 131 historic streets for preservation. 8. Environment: Add 12,000 hectares of green space, 200 km of urban green paths and 400,000 square meters of vertical green landscape. Launch an action plan on soil contamination prevention and upgrade the capacity for trash sorting and recycling. 9. Administration: Further streamline administration by cutting items subject to administrative approval, reduce the procedures required for market entry, construction and cross-border trade.
