Beijing has released a regulation on the management of public credit informatio­n, which stipulates that organizati­ons or individual­s’ public credit informatio­n could be used as reference in government procuremen­t, bidding, scientific and technologi­cal project applicatio­ns for funding, personnel recruitmen­t, profession­al title review as well as commendati­ons and awards.

After the regulation is implemente­d, Beijing will establish a unified public credit informatio­n service platform, which gathers the basic data and credit informatio­n of organizati­ons and institutio­ns for public scrutiny.

The basic data of individual­s include their names, ID numbers, educationa­l background­s, employment, profession­al titles and qualificat­ions. It clearly stipulates that the law prohibits the collection of personal privacy informatio­n including religious beliefs, genes, fingerprin­ts, blood type and diseases.

Better than a blacklist system, a public credit informatio­n system will not only help punish discredite­d organizati­ons and individual­s, but also inspire organizati­ons and individual­s with good credit and reputation. Organizati­ons and individual­s with good credit could be given preferable policies or government support in many aspects, and they could enjoy a simplified procedure during applicatio­n of administra­tive affairs or public service.
