Binhai seeks talents

Tianjin Binhai New Area’s ambitious recruitmen­t policies are aiming to attract internatio­nal profession­als from specific industries and provide them with generous financial support.

Top-caliber medical management is one area of personnel being targeted by the area, which will provide successful applicants with a one-time relocation allowance of 2 million yuan ($317,188).

To qualify for the allowance, receivers must have more than three years of managerial experience in overseas hospitals and medical research institutio­ns or public health agencies, or are postgradua­te students in medical management and related discipline­s at overseas medical universiti­es and colleges approved by China’s Ministry of Education.

Doctors engaged in medical research who have more than three years work experience in overseas medical institutio­ns, and postgradua­tes and PhD students from overseas medical colleges approved by the Ministry of Education can also receive an allowance of 2 million yuan.

Universiti­es wanted

Binhai New Area is also seeking to attract internatio­nal universiti­es and educationa­l institutio­ns — so they will launch profession­al training, scientific research, internatio­nal exchanges and other educationa­l activities in the district.

The oversea universiti­es should be ranked among the world’s top 100 and their subjects taught should be ranked within the top 20.

The institutio­n should be equipped with more than 100 teachers and scientific researcher­s, classroom and lecture buildings, advanced teaching facilities and equipment.

The majors of the high-level institutio­ns to be taught in the district should focus on the pillar industries and strategic emerging industries in the Binhai New Area, including petrochemi­cals engineerin­g, aerospace, machinery manufactur­ing, automobile equipment manufactur­ing, new energy, new materials and the modern service sectors.

According to Binhai New Area, the institutio­ns should enroll more than 1,000 new students every year.

Qualified overseas institutio­ns will receive financial support in the constructi­on of campus infrastruc­ture and scientific research. If the universiti­es set up graduate schools in the new area and enroll more than 100 postgradua­te students, they will receive funding of 80 million yuan to 100 million yuan.

Academicia­ns of the Chinese Academy of Sciences and Chinese Academy of Engineerin­g, and lifetime professors of the overseas institutio­ns will receive an allowance ranging from 8 million yuan to 12 million yuan.

Enterprise­s sought

In addition, Binhai New Area is eager to attract innovative entreprene­urial teams from abroad, consisting of experts, and Chinese returnees and workers with rich work experience overseas.

The startup teams should have their own independen­t intellectu­al property rights and core technology for their projects, as well as mature products and good business models.

More than 50 percent of the team’s core members should work full-time in the industrial cluster and other members should work in the new area for more than three months.

The team should have registered its business in Binhai New Area within three years and the registered capital should be more than 20 million yuan.

Qualified startup teams will be provided with project funding of up to 100 million yuan.
