Draft plan for Beijing’s subsidiary administra­tive center

The Beijing Municipal Urban Planning and Land and Resource Management Commission and the government of Tongzhou District have jointly issued a draft plan for Beijing’s subsidiary administra­tive center soliciting public opinions until July 20.

According to Beijing’s overall plan (201635), which was released last year, Beijing’s subsidiary administra­tive center should be built as a world class harmonious and habitable region, and a demonstrat­ion zone for the new urbanizati­on and integrated developmen­t of Beijing, Tianjin and Hebei province.

The plan for Beijing’s subsidiary administra­tive center, Tongzhou district, is strictly in accordance with Beijing’s overall plan. According to the draft, by 2035 permanent resident population in Tongzhou District will be controlled at 1.3 million, and the urban and rural constructi­on land will be a maximum of 100 square kilometers. The per capita green space in the district will reach 30 square meters, and the sub-center’s ratio of green travel, including bicycles, buses and subways, will be above 80 percent, according to the plan, with new and recycled energy to account for 20 percent of energy use by 2035.

According to the draft, the ecological conservati­on area should reach at least 40 percent of the overall area. The plan aims to achieve the sub-center’s comprehens­ive coordinati­on of production, life and ecology. through regulation and management.
