业内人士透露，改革针对的是职业足球俱乐部(professional soccer club) 存在的盲目投资(blind/haphazard investment) 、天价转会费(sky-high transfer fee)和部分球员薪酬过高、签署阴阳合同(dual contract) 、逃避税款(tax evasion) 及欠薪等情况。
其具体措施包括：2019年中超(Chinese Super League) 、中甲(China League) 、中乙(China League Two) 俱乐部投资人的注资额同步下降，由各俱乐部议定指标，共同遵守，并在2020和2021赛季持续降低；2019赛季所有国内球员将根据新规签订新合同(all domestic players will sign a new contract under the new regulations) ，薪酬待遇按税前金额及新的标准重新签订；2019赛季继续执行原有的引援调节费政策，即中超、中甲俱乐部引入外籍球员(foreign player) 资金支出不超过4500万元/人次，引入国内球员(domestic player) 资金支出不超过2000万元/人次。
