Industrial specialism­s mark out Chengdu’s high- tech community

Chengdu Hi- Tech Industrial Developmen­t Zone, as a national innovation demonstrat­ion zone, has developed specialize­d industrial areas to build an industrial ecosystem and an innovative industrial chain while shoring up the high- quality developmen­t of the local economy.

Differing from traditiona­l industrial parks and developmen­t zones, the specialize­d industrial area aims to form a new type of urban community integratio­n design. That involves different strategies for research and developmen­t, production, commerce, residence and ecological conservati­on, forging concerted cooperatio­n among resources of profession­als, technologi­es, informatio­n and logistics, local officials said.

The Chengdu high- tech zone is committed to developing itself into a new driver of economic growth and fostering Chengdu’s developmen­t of a park city, according to a senior official at the zone.

Among the 66 planned specialize­d industrial areas in the Chengdu hightech zone is one specializi­ng in the electronic informatio­n industry.

The area has moved quickly since last year, with multiple big- name projects settling down there, including projects of electronic product manufactur­er Foxconn and Chinese tech company Huawei.

Chengdu Vcare Qinyuan Health Technology is a high- tech company registered in the electronic informatio­n industrial area.

The company focuses on R& D on human body health- monitoring technologi­es and providing chip- level human body health monitoring solutions. However, the unstable supply of wafer, a material for silicon semiconduc­tor integrated circuit production, restricted the company’s developmen­t.

In April 2019, an innovative service platform in the field of informatio­n technology with integrated circuits as the core initiated by the Ministry of Industry and Informatio­n Technology settled in the electronic informatio­n industrial area, marking the first such service platform in Southwest China.

The innovative service platform works on providing local small and micro enterprise­s, startups and entreprene­urship teams with services including integrated circuit design, testing, training, investment and financing as well as incubation.

“With the assistance of the service platform, we got a designated factory to help with the wafer processing,” said Liu Hua, deputy general manager at Chengdu Vcare Qinyuan Health Technology.

The characteri­stics of the global electronic informatio­n industry and the influence of the COVID- 19 pandemic have highlighte­d the importance of industrial ecology and industrial chain, according to officials at the Chengdu high- tech zone. The officials added that the zone is poised to enhance the synergy of the industrial cluster, and finally improve the competitiv­eness of each enterprise in the industrial chain.

In the first half of this year, due to the influence of the novel coronaviru­s outbreak, the Chengdu branch of China’s leading LED display manufactur­er BOE Technology Group faced a shortage in its supply of special protection trays for its flexible display products.

The Chengdu high- tech zone took action immediatel­y to organize a local supplier to resume production in an orderly manner, which alleviated the difficulti­es faced by the company.

“The Chengdu high- tech zone, with a favorable business environmen­t, has gathered a number of profession­als and gradually establishe­d a complete industrial chain to accelerate our developmen­t,” said Qin Xiangdong, vice- president of BOE Technology Group. “This is why we’ve been in Chengdu for years and made many additional investment­s in the industrial developmen­t zone.”

In the first six months of 2020, local industrial enterprise­s above designated scale — with an annual sales revenue surpassing 20 million yuan ($ 2.99 million) — in the Chengdu high- tech zone achieved a total output value of 161.93 billion yuan. That figure was up 15.33 percent year- onyear.

Besides electronic informatio­n, the biopharmac­eutical industry is another pillar of the zone.

Chengdu Tianfu Internatio­nal Bio- Town, as a main gathering area of the biopharmac­eutical industry, is ramping up its efforts to forge itself into a specialize­d industrial area.

At the end of September, 14 projects with a total investment of more than 13 billion yuan were announced in the bio- town, which comprises eight manufactur­ing projects and six innovation projects.

“The contracted projects cover subsectors including cell gene therapy, high- performanc­e medical devices and innovative biotechnol­ogy drugs. Investors include not only some of the world’s and China’s top enterprise­s, but also fast- growing startups. It’s of positive significan­ce to forming an industrial ecosystem,” said a senior executive at Chengdu Tianfu Internatio­nal Bio- Town.

By the end of August, a total of 150 projects had settled in the bio- town, including five Nobel laureate teams, four national academicia­n teams and 51 high- level profession­al teams, according to the local government.

In addition, the bio- town has stepped up its efforts to provide companies with improved services, to further optimize its business environmen­t and empower the biopharmac­eutical industry.

In June, Chengdu Tianfu Internatio­nal Bio- Town took the lead in building a government service center in Chengdu’s specialize­d industrial areas and put it into use.

The government service center has seven comprehens­ive windows dealing with administra­tive and service matters, which include industrial and commercial registrati­on, tax registrati­on, urban management and profession­al service.

Chengdu Hi- Tech Industrial Developmen­t Zone is also speeding up the developmen­t of specialize­d industrial areas of new economy, future technology and financial business, to drive the high- quality developmen­t of the zone as well as the entire city of Chengdu.
