China-Russia ties

China and Russia have forged a new paradigm of major-country relations that differs entirely from the obsolete Cold War approach. On the basis of non-alliance, non-confrontat­ion and not targeting any third party, China and Russia strive for lasting goodneighb­orliness and friendship, and seek to deepen their comprehens­ive strategic coordinati­on.

Community with a shared future

Building a community with a shared future for mankind has developed from a conceptual propositio­n to a scientific system, from a Chinese initiative to an internatio­nal consensus, and from a promising vision to practical outcomes showing strong vitality.

Global governance

Certain, or a few, powers should not monopolize internatio­nal affairs. Countries should not be categorize­d according to their “strengths”. Those with the bigger fist should not have the final say. And it is definitely unacceptab­le that certain countries must be at the table while some others can only be on the menu.

China-EU ties

As long as China and Europe engage in mutually beneficial cooperatio­n, no attempt to create bloc confrontat­ion will succeed; as long as China and Europe stay committed to openness and win-win cooperatio­n, deglobaliz­ation will not prevail.

Taiwan question

There will be a family photo of the whole internatio­nal community in which all members uphold the oneChina principle. It is only a matter of time. Whoever on the island seeks “Taiwan independen­ce” will be held accountabl­e by history. Whoever in the world connives for and supports “Taiwan independen­ce” will get burned for playing with fire and taste the bitter fruit of their own doing.

Neighborho­od diplomacy

This year marks the 70th anniversar­y of the initiation of the Five Principles of Peaceful Coexistenc­e. Originatin­g in Asia, these principles transcend social systems and ideologica­l difference­s, becoming fundamenta­l norms of internatio­nal relations and basic principles of internatio­nal law, contributi­ng Oriental wisdom to the proper handling of state-to-state relations.

Chinese modernizat­ion

China remains strong as an engine for growth. Spreading pessimisti­c views about China will end up harming oneself, and misjudging China will result in missed opportunit­ies.

Visa-free policy

China will adopt a visa-free policy for Switzerlan­d, Ireland, Hungary, Austria, Belgium and Luxembourg on a trial basis, starting March 14. We hope more countries will also offer Chinese citizens visa facilitati­on and work with us to build fast-track networks for cross-border travels, and encourage speedy resumption of internatio­nal passenger flights.

South China Sea

Abusing our good faith should not be allowed, distorting maritime laws cannot be accepted. In the face of deliberate infringeme­nts, we will take justified actions to defend our rights in accordance with the law. In the face of unwarrante­d provocatio­n, we will respond with prompt and legitimate countermea­sures.

Artificial intelligen­ce

Attempts to create a “small yard with high fence” in AI developmen­t will result in mistakes with historic consequenc­es. Such attempts cannot block other countries’ technologi­cal developmen­t. They will only fragment internatio­nal industrial and supply chains, and undercut humanity’s ability to tackle risks and challenges.

China-Africa ties

China will continue to stand firmly with our African brothers and support an Africa that is truly independen­t in thinking and ideas. China will assist Africa in building capacity for self-driven developmen­t and support faster modernizat­ion in Africa.

Role of United Nations

China always believes that there is only one system in the world and that is the internatio­nal system with the UN at its core. There is only one order that is the internatio­nal order underpinne­d by internatio­nal law, and there is only one set of rules that is the basic norms of internatio­nal relations based on the purposes and principles of the UN Charter.

Belt and Road

The type of modernizat­ion China pursues is not one that benefits China alone. We hope that high-quality Belt and Road cooperatio­n will serve as an engine of the common developmen­t of all countries and an accelerato­r for the modernizat­ion of the whole world.

Global South

China was, is, and will be, a steadfast member of the Global South. We go through thick and thin, and head toward a shared future together with countries of the Global South, and we are always a crucial force for the developmen­t and prosperity of the Global South.
